Who decides if a refugee can be sponsored and resettled?

Sponsorship

The sponsor will present the name of a refugee or refugee family it

would like to sponsor. One of our officers will decide if a group has

set up the supports it needs to be a sponsor.


Resettlement

The United Nations Refugee Agency, other referral organizations and

private sponsorship groups identify and refer refugees to be resettled

in Canada.


A Canadian visa officer will then decide if the person identified

• meets the requirements to be resettled, and

• will be admitted to Canada.

Canada welcomes more privately sponsored refugees in 2019

In 2019, Canada will resettle 29,950 refugees from abroad through our various programs, with 19,000 arriving through the Private Sponsorship of Refugees Program.

This is quadruple the number of privately sponsored refugees that Canada resettled prior to 2015.

Providing timely protection to refugees is a priority for the Government of Canada.

We know that the continuing high level of interest from private sponsors is a reflection of the success of the program. We must also ensure that we are able to manage the number of applications we receive each year, so we can process them in a timely way.

Availability of space in the Levels Plan

Nobody becomes a refugee by choice. Canada has set the example to the rest of the world by welcoming privately sponsored refugees for more than 40 years, opening our hearts and homes to vulnerable people.

Unfortunately, we can’t resettle everyone. That’s why the Immigration Levels Plan establishes the number of privately sponsored refugees we can resettle each year.

In 2018, Canada introduced a multi-year immigration Levels Plan, which will allow us to plan better for the future.

Our Refugee Resettlement Program continues to be an important part of that planning, as Canada will welcome 59,000 privately sponsored refugees over the next 3 years.

Most of the growth in resettlement spaces over the next 3 years is in the private sponsorship of refugees category.

Sponsorship Agreement Holders

Since 2012, we have put limits on the number of new applications that Sponsorship Agreement Holders outside Quebec can submit each year.

In 2019, Sponsorship Agreement Holders outside Quebec will be permitted to submit applications for 10,500 people, which is an increase of 2,000 over the 2018 cap. There are no limits related to which IRCC office overseas may receive applications.

In 2020, the tentative cap is 12,500 people. Caps are reviewed each year to ensure they align with the progress made on inventory reduction.

Quebec is responsible for its own resettlement processes. Refugees and sponsors who live in Quebec should contact the Ministère de l’Immigration, de la Diversité et de l’Inclusion for more information.

Groups of Five/Community Sponsor applications

Groups of Five and Community Sponsors must include a proof of refugee status recognition document when they apply to sponsor refugees.

All sponsors

In 2019, Canada will welcome up to 1,650 refugees, through the Blended Visa Office-Referred Program. There are no restrictions on how many applications each sponsor may submit within this target.
